The Grievant began his employment with the City as a Police Officer in July 2018.  In October 2021, the Grievant was activated by the Naval Reserves and deployed to Connecticut.  Throughout his employment, Grievant was married to CH.  The marriage was strained, and the strain was exacerbated while on deployment.
Grievant was a Dispatcher with the County 911 agency when she was terminated for two (2) separate and unrelated incidents occurring over a five (5) day period. In the first incident, the Grievant got into a shouting match with a caller, who was acting hysterically, but the Grievant did nothing to deescalate the situation.
The Grievant, a Deputy Sheriff with sixteen (16) years of service, was the property/release officer and tasked with assisting in the conveyance of eleven (11) inmates to another prison as well as the release of thirty-eight (38) inmates from the jail on the day in question.
This arbitration, involving two (2) nearly identical grievances, arose when the City required two (2) officers (Grievants) to use sick leave to cover periods of quarantine following exposure to and/or testing positive for COVID in early January 2022.
The Collective Bargaining Agreement (CBA) contains provisions for “Overtime”, “Holiday Work” and “Compensation for Working Overtime on a Holiday.
This arbitration involved two (2) grievances filed by a Captain and a Detective who were covered by separate Collective Bargaining Agreements (CBA) but had identical language regarding the accrual, crediting and payout of vacation.
