    Catherine Brockman

    Executive Director Castherine Brockman has served the members  of the State FOP and the FOP/OLC since 1980.  Working through the positions of Paralegal then Assistant Executive Director for 17 years, she was promoted to Executive Director in 2005.  Pursuant to the FOP/OLC Code of Regulations and Constitution, the Executive Director is to runn the day to day operations of the FOP/OLC as directed by the Board.  Ms. Brockman has completed programs on Police Union Executive Leadership and has presented a program at the National FOP Labor Summit on the Business of Running a Labor Council.  She is responsible for supervising the FOP/OLC staff of negotiators, attorneys and paralegals and the work they perform on behalf of the membership.  She reports directly to the Board and is responsible for future palnning and for ensuring the organization is fiscally sound.

    Deputy Director

    Aaron Crawford

    Aaron Crawford is currently the Deputy Director of the FOP Ohio Labor Council, but also manages the property location of the FOP of Ohio and the FOP Ohio Labor Council and heads up all IT Services for both organizations.  Handling multiple responsibilities is not new, Aaron started with the FOP of Ohio in 1993, as a clerk responsible for copy, mail, and assorted clerical tasks.  As the FOP and FOP/OLC decided to expand their computer network, add internet access and email, Aaron became involved in the technical aspects of those tasks and other communications systems.  When the FOP needed a new property manager, his engineering background and mechanical ability were tasked to fill the roll.  Over the years, he moved from the internal clerical unit to the administrative staff, becoming an assistant to both the FOP Office Administrator and the FOP/OLC Deputy Director.  In 2005, when the FOP/OLC reorganized its administrative staff, Aaron became the Deputy Director along with retaining many of his current rolls.  As he moves beyond the twenty-fifth year, he continues to enjoy the diversity in his roles at the office, and always strives to provide the best service to the members of the FOP, Ohio Labor Council and the FOP of Ohio.

    Chief Counsel

    Gwen Callender

    Ms. Callender is Chief Counsel for the Fraternal Order of Police of Ohio, Inc. and the Fraternal Order of Police, Ohio Labor Council, Inc.  As Chief Counsel of the Fraternal Order of Police, Ms. Callender oversees the negotiations of collective  bargaining agreements in various municipal, county and township governments in the State of Ohio, covering terms and conditions of employment for law enforcement officers and support personnel.  She litigates grievances and other issues before arbitrators and handles various levels of appeals in the District Courts of Appeal and the Supreme Court of Ohio.  Ms. Callender also provides training to over 8,000 FOP members in the State of Ohio on employee rights, social media and body cameras.  She is former member and President of the Dublin City School Board where she was eleted to two four-year terms.  Ms Callender received her Bachelor of Arts degree from the University of Wisconsin-Madison and her JD from The Ohio State University Moritz College of Law.

    Michael Watkins

    Mike was a member of the OLC’s Executive Board in the 1990’s.  He is retired from the Lima Police Department.  Mike joined the OLC staff in 2003 as the Administrative Assistant.   He has varied duties within the OLC’s administration.  Mike also is the current 6th District Trustee for the FOP.  He has served as his local Lodge President, Vice-President, and Secretary.

    Chuck Aliff

    Chuck Aliff has been a Staff Representative for the FOP/Ohio Labor Council since 2015.  He served more than thirty years in the military and law enforcement.  He is a veteran of the United States Air Force and the Ohio Air National Guard.  He retired as a Command Chief Master Sergeant.   He retired as a Sergeant from the Cleveland State University Police Department.  While employed at Cleveland State, he served as the FOP/OLC Associate for more than 12 years.  Chuck has a Bachelor of Arts Degree in Economics.

    James Baldwin

    Jim is retired from the Ohio Department of Commerce where he worked as a Liquor Control Compliance Officer.  While there he was an FOP/OLC Associate and served on the State Unit 2 Bargaining Committee.  Jim is a graduate of Western Michigan University and the Cincinnati College of Law.  He has worked at the Lima Army Tank Plant for General Dynamics as a solo legal practitioner.  He also worked for the City of Lebanon, Ohio where he built and managed a state of the art telecommunications system.  He now works for the members of the FOP, Ohio Labor Council.

    Douglas Behringer

    Douglas Behringer is an attorney for the FOP/OLC, working out of the Columbus office.  He was born and raised in northwestern Ohio.  Doug started his military career early when he joined the Army Reserve as a junior in high school.  He received his undergraduate degree from The Ohio State University before going on active duty in the Army.

    After a stint in the Army, he returned to college and obtained his law degree (J.D.) from The Ohio State University, with honors.  He was in private practice in central Ohio for six years before joining the FOP/OLC in 2002.

    Doug has over twenty-three years experience in litigation, administrative, labor and employment matters.  He has represented members of the FOP, OLC in disciplinary matters, investigations, litigation grievances, arbitrations, contract negotiations, mediation, civil service appeals and unfair labor practice matters.

    Jill Butera

    Jill Butera is a paralegal in the FOP, Ohio Labor Council’s Akron office.  Jill received her Associate of Applied Science in Paralegal Studies from Brown Mackie College where she graduated with Honors.

    Chuck Choate

    Chuck Choate served over 20 years as a law enforcement officer.  During that time, he held various positions in his department’s FOP Union.  From there he was hired by the FOP, Ohio Labor Council as a Staff Representative.  He has spent the last 28 years negotiating and enforcing hundreds of contracts for bargaining units throughout the State of Ohio.  In those years he has gained much experience in negotiations, mediation, factfinding and conciliation for law enforcement units.

    Tara Crawford

    Tara M. Crawford is a Paralegal with the FOP/OLC with 21 years of experience.  Prior to becoming a Paralegal, Tara was a secretary for your labor organization.  Tara is responsible for case administration for all Mediation and Representation cases filed each year.  Ms. Crawford has assisted in negotiations for several bargaining units throughout Ohio.  Tara has also assisted our attorneys with research and writing various arbitrations statewide.  Tara enjoys researching and tracking labor issues relevant to law enforcement and support personnel.   She is passionate about pursuing the betterment of wages and working conditions for our membership.

    Kay Cremeans

    Kay Cremeans graduated from Ohio State University with a Bachelor’s Degree in 1984.  She graduated from Capital University Law School in 1988.  She is admitted to practice in the State of Ohio and the United States District Court for the Northern District of Ohio and the Southern     District of Ohio.

    Kay has been employed with the FOP/Ohio Labor Council since graduating law school in 1988.  While working with the FOP/OLC, Kay has represented members in all aspects or representation, including investigatory interviews, pre-disciplinary hearings, mediations, etc.  Her primary focus is grievance arbitrations.  She has also represented members before the Ohio Personnel Board of Review and various municipal civil service commissions.  She also represents the FOP/Ohio Labor Council and its members before the Ohio State Employment Relations Board.

    Lucy DiNardo

    Lucy DiNardo started her career in public safety as a 911 Dispatcher and Assistant Tac Officer with the City of Independence in 1994. While working for the police department, Lucy became the Union Associate and remained in that position for over eight years. After her ninth year with the PD she accepted a position with the FOP/OLC as a Staff Representative.  She has extensive knowledge in LEADS, BCI and NCIC policy and procedures.  In her years with the FOP/OLC she has represented members in contract negotiations and covered many Officer involved shootings and numerous discipline cases and has extensive experience in the defense and contract negotiation process. She’s earned the nickname “Pitbull” from numerous members and strives to maintain it.

    Renee Engelbach

    Renee Engelbach is a paralegal, employed by the FOP, Ohio Labor Council. Inc.  In this role, Renee is responsible for the processing of grievance forms from Employees throughout the State of Ohio, who are represented by the FOP, Ohio Labor Council.  Renee is no stranger to labor law having spent over thirty (30) years working as a paralegal for the FOP, Ohio Labor Council, Inc.

    Before joining the FOP, Ohio Labor Council, Inc., Renee worked in the private sector.  She worked in loan services for a local bank and spent over twenty (20) years working as a manager and training manager for a local restaurant chain.

    In her current role Renee has been given the opportunity to use her writing skills to write briefs for arbitrations and has written numerous Appellate Court briefs up to and including briefs for the Supreme Court of Ohio.

    Tom Fehr

    Tom graduated from Oak Hills High School in 1970.  He went to work for his father in the family wholesale flower business until 1975 when his father sold the business.  Tom stayed on with the new owners until 1980 when he was hired by the City of Cincinnati as a Corrections Officer.  Tom had always wanted a career in law enforcement.  While with the city, Tom was assigned to the “Work House”, the city jail that was built in the 1860s to house Civil War prisoners.  In 1981 Hamilton County took over the operations of the jail.  Tom stayed on at the “Work House” until he was promoted to the position of road deputy in 1985.  He was promoted to Corporal in 1989.  That same year he became Chair of the law enforcement bargaining committee.  He held that position until his retirement in 1998.  Shortly after retirement, Tom was hired to work for the FOP/OLC by then Executive Director Larry Hudson.  Tom still to this day enjoys working tirelessly for the membership as he has done from day one.

    Joel Glasser

    Joel Glasser is an attorney serving as General Counsel out of the FOP/OLC’s Columbus office.  Prior to becoming General Counsel, Joel served as Staff Representative for the FOP/OLC from 2013 to 2017.  Before joining the FOP/OLC staff, Joel served as a law clerk for the Central Ohio Transit Authority and as a legal extern for Justice Evelyn Lundberg Stratton at the Ohio Supreme Court.

    Joel received a bachelor’s degree in Political Science in 2010 and his Juris Doctor from Capital University law School in 2013.

    Brenda Goheen

    Brenda Goheen received her Bachelor of Arts from the Ohio State University.  She later earned her Juris Doctor from the Capital University Law School.  Brenda began her career  representing organized labor as an organizer for AFSCME International.  She later worked as a Staff Rep for OCSEA.  On January 3rd, 2008 she began her employment with the FOP, Ohio Labor Council as a Staff Representative.  Since then, she has represented various State, County and Municipal bargaining units.

    Robert Goheen

    After serving four years in the United States Air Force, Bob’s union involvement began  when he became the President of AFSCME Local 2191 at the Columbus City Health Department.  He later became an organizer for AFSCME International, handling University and Local Government campaigns.  He later worked as a Staff  Representative for OCSEA/AFSCME  and then served as the Operations Director for the Staff who serviced the state’s corrections bargaining units.  Bob began working as a Staff Representative for the FOP, Ohio Labor Council in January 2009.  He represents various law enforcement bargaining units around the state.

    Barry Gray

    Barry Gray and his wife have six children, two of which are now police officers.  Barry is a graduate of Eastern Kentucky University, College of Law Enforcement/Police Administration.  He was employed by the City of Oxford in 1982 as a Patrol Officer.  In 1997 he was promoted to the rank of Sergeant.  Barry was one of the founders of the local FOP Lodge and held various offices (President, Vice President, Treasurer and Chaplain) from 1984-2001.  He was elected Lodge President for six terms and was the first supervisor to be elected President.

    Barry has been involved in contract negotiations since 1984.  In 2002, he was employed by the FOP/OLC as a Staff Representative.  He is a Past President of the IULOE, the in-house union for the employees of the FOP and the FOP/OLC.

    Paul Henry

    Paul Henry has been with the FOP/OLC since December 2018.  Paul is an attorney, licensed in Ohio and Michigan, who began working with public sector unions in 2012.  Paul began his career in Michigan, where he handled a number of negotiations on behalf of an international union for hundreds of school employees.  He then came to Ohio in 2013, where he continued his advocacy.  He has represented union members in arbitrations, disciplinary hearings, and has even acted as the advocate on behalf of union membership before the State Employment Relations Board.  His background representing bargaining units as small as six members up to four thousand members has given him a diverse and unique understanding of labor relations.  He is looking forward to representing members in Ohio’s law enforcement community.

    Otto Holm

    Otto Holm, Jr. is currently with the FOP/OLC as a Staff Representative since 1995.  His labor relations and negotiating experience spans more than 15 years in private sector manufacturing and since 1992, he negotiates on behalf of the members of the FOP/OLC.  In 1979, he was the youngest recipient of the prestigious Certified Purchasing Manager, a testimonial to his expertise in negotiation and administration.  He introduced “just-in-time” (JIT) inventory strategies at several companies and was responsible for the start-up of two materials departments.

    Today, his expertise includes contract administration, labor law, negotiation, and arbitration matter in over 1000 cases.  He has served on the Arbitration Association Advisory Board as Vice-President and as the Policy and Ethics Chairman from 1997-2004 and ghost-author of “Did You Know….” for the FOP Journal.  He negotiated percentage increases during economic recession, saved multiple discipline cases their employment and is considered an expert in financial “what-if” scenario planning.  Holm recently developed and implemented a joint labor and management healthcare committee in cooperation with many municipalities, saving significant costs for both employee and the employer.

    Mr. Holm earned his undergraduate degree (BSBA) from Ashland University with a double major in marketing and Psychology.  After working as a purchasing professional for 10 years he decided to transfer his negotiating skills to a new field as a labor advocate for the “FOP”.  He received his Master’s of Labor relations and Human Resources with emphasis in Labor Law from Cleveland State University in 1992 and is a guest lecturer in the College of Urban Affairs at Cleveland State University.  Mr. Holm holds his commission as a Captain as a Merchant Marine for over 16 years.  Mr. Holm is active on nonprofit boards, serves as church deacon, past council Vice President, Endowment committee co-char, and as a member of Blue Coats as well as a member of the American Legion Post 136 St. James City Florida.  Mr. Holm resides in Cleveland, Ohio with his wife, Dr. Maudie Holm PHD.

    Andrea Johan
    Andrea has been with the FOP, Ohio Labor Council for 19 years representing officers, deputies, dispatchers, corrections officers and clerks throughout Ohio. She provides representation in contract negotiations, mediations , fact finding and conciliation hearings, grievances, discipline matters and general labor relations issues. She has been a licensed attorney for more than 30 years. Just prior to joining the FOP/OLC she was an instructor and legal intern supervisor at what was then the Academy of Court Reporting. She served as a Franklin County Assistant Prosecutor for 12 years in both the Child Support Enforcement and Juvenile Units. She also had her own law practice for a few years between tenures as an assistant prosecutor. Andrea has been an active member of the legal community including president of the alumni board of the Capital Law School and past president of Women Lawyers of Franklin County. She has chaired the Columbus Bar Association’s Family Law and Juvenile Law Committee. Andrea received her JD from Capitol Law School and her B.S. and M.S. from Ohio University. In an earlier life she taught elementary school in Southeast Ohio. For the last 2 years in her free time she has been a volunteer reader for Voice Corps.

    Rick Paquette

    Rick Paquette was raised in Boston , Massachusetts.  He graduated from Boston Technical High School in 1981.  Rick served active duty with the United States Marine Corps from 1981 until 1990.  He and his wife, Kelly, have three adult children.  Rick was a Deputy Sheriff from 1990 until 2012 when he retired from active Law Enforcement service.  He first became involved with the FOP/OLC in 1994 while working as a Deputy Sheriff.   Rick has been a Staff Representative for the FOP/OLC since 2017.

    Michael Piotrowski

    Michael W. Piotrowski , Esq. is a labor lawyer who has been representing unions since he was in law school at Case Western Reserve School of Law.  He has been representing police officers since 1996 and has been with the FOP, Ohio Labor Council for 20 years.  He resides in Brecksville, Ohio with his son and daughter.

    Ross Rader

    Loniel “Ross” Rader has been a Staff Representative for the FOP, OLC since 1985.  Ross was born and raised in an orchard in central West Virginia.  Ross moved to Columbus, Ohio in the mid 1950s where he started his career working in the grocery business for over 13 years.  He studied Economics at Cornwell University.  Ross retired from the Columbus Police Department in 1992 after almost twenty-seven years of service.  He was elected to six terms as President of FOP Lodge 9 in the 1970s.  He negotiated thirty (30) collective bargaining agreements prior to the adoption of O.R. C. 4117.  Ross worked with state legislators on the very first collective bargaining bill that was vetoed by the Governor.

    Ross volunteered his services as Director of Security for the Muirfield Golf Tournament for over 30 years.  He is a Licensed Therapeutic foster parent through the State of Ohio.  He enjoys gardening and prepares over 150 flower pots for foster parents servicing Franklin County every May.

    Tracy Rader

    Tracy Rader is a Senior Staff Representative for the FOP, OLC.  She has been with the organization since 2008.  She was born and raised in Franklin County, Ohio.  She studied business technology and management at Columbus State Community College.  Tracy started her  career working in a non-profit organization (Goodwill Rehabilitation Center) as a Quality Assurance Inspector for nearly eight years.  Tracy was able to ensure work and rehabilitation opportunities for people with disabilities through providing standard manufacturing plans and quality plans for products packaged and/or produced.  Tracy then went on to leadership in recruitment and sales for the private sector continuing in her passion to assist people with employment opportunities, providing supervision to a staff, meanwhile maintaining P&L statements and building business relationships.

    Tracy is a Licensed Therapeutic foster parent through the State of Ohio.  Tracy provides services through volunteering for Meals on Wheels, serves the community dinner and mentors teenagers.

    Tonya Sapp

    Tonya is a 2012 graduate of Capitol University Law School.  She was selected as the Felicia Beth Vekritz Juvenile Law Fellow at the National Center for Adoption Law and Policy.  She received her Bachelor’s degree in Public Safety Management and her Masters of Business Administration (MBA) from Franklin University.  Tonya began her employment with the FOP/OLC in 2013.  She is a member of the Columbus Bar Association.  Her bar admissions include the Supreme Court of Ohio and the United States District Court, Ohio Southern District.  Tonya volunteers her time as a Board Member at the Millennium Community School since 2011, where she serves as Treasurer.  She is also a Board Member for Integrate Columbus, where she is Vice President.  In her personal time, Tonya enjoys being physically active and doing DIY projects.  She also is an avid reader and enjoys spending time with her family.

    Mark Scranton

    Mark Scranton never intended to be involved in law enforcement; he originally studied Vocal Music Educational and Performance at Kent State University with aspirations of singing professionally.  After developing vocal cord nodules, Mark decided a new career would be necessary.  Soon thereafter, Mark started at Owens Community College enrolling in the Law Enforcement Technology/Police Academy program.  After graduating with an Associate Degree and becoming OPOTA certified, Mark worked part time for the North Baltimore Police Department for a short period before accepting a full-time position with the Clermont County Sheriff's Office.  Mark worked as a road deputy, township contract deputy, traffic deputy, and Corporal while at the Sheriff’s Office.  Mark also served on the negotiation committee for a number of years.  Medical issues forced Mark to leave his position as a deputy.  Because he wanted to stay involved with law enforcement, Mark enrolled at Northern Kentucky University majoring in Industrial Labor Relations, graduating with a bachelor’s degree, always with the goal of working for the FOP, Ohio Labor Council.  Mark was hired part-time in March of 2006, transitioning to full-time in September of 2007.  Mark has been a member of FOP Ohio Valley Lodge #112 since January 1992.

    Jackie Wegman

    Jackie Wegman has been with the FOP/OLC since 1995.  She works as Staff Representative mainly in the northwest part of the state.  She retired from the Maumee Police Department after 27 years of service, where she served as the Associate for the FOP/OLC for many years.  Jackie’s interest in labor relations led her to attend Cleveland State University where she competed their program in Labor-Management Studies.  Jackie has been to the negotiating table thousands of times and has done countless fact-finding and conciliation hearings.  She understands the importance of the grievance procedure to uphold the integrity of the contract.  Jackie says that she learned a long time ago that there is no such thing as justice in the work place, it’s “just us”.

    Chuck Wilson

    Chuck Wilson has served the FOP, Ohio Labor Council since 1998 as a senior staff representative. He also had a long police career serving as a police officer for 20 years with the Streetsboro Ohio Police Department and other municipal departments.  Much of his carrier was in roles of detective, assigned to task force positions or in development of policy while with the Commission on Accreditation for Law Enforcement Agencies organization (CALEA).  He has worked since the start of his carrier for the betterment of law enforcement and participated in every contract with his employer until his retirement, and then transitioned to full-time with the FOP/OLC and continues in that role. He comes from a long history of family members involved in the Union movement.  His grandfather was involved in the little steel strikes that helped shape the Union movement in the United States. He resides in Hudson, Ohio and has three children.  In his spare time he enjoys fishing.
